Why this site is capped: Sydney West BSP has been in N-1 firm capacity deficit since 2025/26, with the gap running to 791 MVA by 2032/33 against a committed 375 MVA remedy. Includes what public data cannot answer.

Previously the material gap driving this score. Now resolved: the Bulk Supply Point is committed capex. Transgrid $111.7M plus Endeavour Energy $25M, RIT-T complete, environmental review publicly exhibited June to July 2026, construction 2027 to 2029, commissioning 2029 to 2030. Network upgrade dependency rescored from Severe to Mid.
Zone and precinct capacity evidence is strong, but no signed connection agreement or dated connection offer is visible on the public record. This is now the single most valuable unknown on the site: it would settle the connection timeline and sharpen the capacity assessment.
The EIS cites ~22.4 ML per year, modest for the scale, but recycled versus potable supply is unconfirmed on the primary record, and the Diocese objection raises water impacts on the neighbouring retirement village. Pillar pro-rated. Note that pro-rating returns a full 25/25 here, which should be read as no evidence of stress found, not as water confirmed to be a non-issue.

The Portal lists two Amendment documents. Its current description (1 GW, 936 cooling units, 852 generators, 14,430 kL diesel) differs from EIS-based reporting in March and April 2026 (1.2 GW, 728 units, 846 generators, 18,056 kL). Portal figures are used here as the current primary record; the amendments have not been read.
The NSW Legislative Council data centre inquiry publishes no reporting date as at 6 August 2026. Any date circulating for its report is unverified against the parliamentary record.
