Note the split. Kurri Kurri beats Mamre Road on grid, community and, in practice, on water certainty. It loses on regulatory clearance, because Mamre has confirmed zoning, issued SEARs and an Investment Delivery Authority endorsement, while Kurri Kurri is still at scoping stage on land whose current zoning is not confirmed. An instrument that only ever ranked regional above metropolitan would be encoding a prejudice rather than taking a measurement. This one splits the pillars in both directions, and shows its working on each.
